Expedition delivered sustainability masterplanning services for one of Europe's most critical rail infrastructure projects. We addressed the complex challenge of creating a world-class research and testing facility while regenerating a former coalfield site at the foothills of the Bannau Brycheiniog (Brecon Beacons).
The Global Centre of Rail Excellence (GCRE) represents a purpose-built site for world-class research, testing, and certification of rolling stock, infrastructure, and innovative rail technologies. The facility will fill a critical gap not just in UK rail, but across Europe, helping to rebuild local prosperity while pioneering a net zero railway. Spanning the former Nant Helen opencast mine and Onllwyn Washery, the development straddles the Neath Port Talbot and Powys local authority areas in South Wales.
Working with 5th Studio, our team developed the vision for the project, focusing on spatial planning, drainage strategy, and flood risk management. Working in close collaboration with the project teams, we created integrated proposals for this groundbreaking facility. The masterplan encompasses two electrified test loops, including a 7km high-speed rolling stock track with maximum speeds of 177km/h, alongside specialised infrastructure testing areas.
The development will include dual-platform test environments, rolling stock storage and maintenance buildings, operations centers, staff accommodation, and connections to the main line. Additional components comprise state-of-the-art visitor and conference centers, a business park, and hotel accommodation – ensuring the site serves both technical requirements and broader economic regeneration objectives.
Sustainable regeneration of former industrial landscape
Our approach prioritised the regeneration of former coalfield sites while enhancing biodiversity to establish an attractive destination for the community and visitors. The project aims to become the UK’s first net zero railway powered from on-site renewables and largely constructed from reused or recycled materials, breaking new ground in sustainable infrastructure development.
The team explored proposals for the future landscape of the site, integrating an innovation campus with visitor accommodation. This approach links the site’s industrial history with its bright future as a centre for rail innovation. The masterplan addresses complex topographical challenges while ensuring the facility can accommodate world-class research and development activities.
With over £77 million committed through Innovate UK for Research and Development and the Welsh and UK Governments, the project represents a significant investment in sustainable transport infrastructure.
